Does Google penalize sites that have backlinks from paid directories? Does it matter if they are strictly paid directories or a combination of paid, free & link exchange directory?

I don't know for sure, but I don't think Google will penalize the site linked to. But they may panalize the directory for selling links..... (if they don't use rel="nofollow").

I agree with Bylla, backlinks from paid directories is not against in Google guidelines. Buying links is the only know does Google hates.

Google penalize both link buyers and sellers. Specially selling irrelevant (low quality) paid links and link networks have been hit by Google.
