Here is a way to getting your Adsense account. This is nothing new and
It really worked for me.

1. Open up a blogger account
2. post blogs - just get a book, scan the pages, and post that as content unless you want to sit there and write out some yourself. You'll need at least 6 posts over six weeks (the minimum I've seen approved) but 8 posts is better.
3. Once you get your adsense code and login you never need that blogger account again.

After this, you can go in and start creating your own layouts. If you are new with Adsense and have questions, fire away.
